§ 2. [Purpose.]

  • The purpose of the land subdivision regulations is to provide for a process of orderly community development. Once land has been divided into streets, lots, blocks and is publicly recorded, the correction of defects is difficult and costly. These subdivision regulations are designed and intended to serve the following purposes:

    (a)

    To provide for the harmonious development of the city;

    (b)

    To avoid pollution and flooding and the congestion of population and traffic and to conserve energy resources;

    (c)

    To provide for the proper locations and width of streets, desirable lot layouts, open spaces, drainage, and public facilities;

    (d)

    To specify the extent to which or the manner in which streets shall be graded and improved, and water, sewer and other utility connections or other physical improvements are installed;

    (e)

    To provide for and secure the actual construction of physical improvements;

    (f)

    To establish administrative procedures to secure a fair and uniform basis for establishing a working relationship with subdividers; and

    (g)

    To realize the goals, policies and proposals as contained in the adopted comprehensive development plan for the City of Independence and surrounding area.
